Editorial - Decision Time for the EU

In the last week, some significant decisions have been reached in the EU.

Firstly, MEPs on the Agriculture Committee backed a plan to launch a new European quality logo, which would be reserved 'exclusively for agricultural goods resulting entirely from production in the EU'. This will allow producers to display 'their commitment to quality, food safety and respect of all European standards'.

The MEPs were debating a number of European Commission proposals to modernise food labelling amid a future overhaul of the Common Agricultural Policy. MEPs also supported, with reservations, a mandatory 'place of farming' indication. This is equivalent to a Country of Origin Labelling (COOL) scheme.

And after years of discussion, disagreements and procrastination, the European Commission has finally come up with a proposal on genetically modified organisms: it is proposing to pass the decision to individual Member States! However, the EC did approve five GM crops for cultivation, which paves the way for the growing of GM crops within the EU for the first time, subject to national government approval.

In Moscow, talks have resumed between Russian and US delegations on the future of poultry meat trade. When Russia introduced a ban on chlorine treatment of poultry carcasses from 1 January, US exports to Russia were, in effect, banned. Although no agreement has yet been reached, the talks are still in progress.

And finally, several new outbreaks of H5N1 highly pathogenic avian influenza have been reported in Bhutan, Viet Nam and Bangladesh.

Cannibalism in Free-Range Flocks Linked to Perches, Early Range Access
Vent pecking and cannibalism were observed in about one quarter of the UK free-range and organic laying flocks surveyed, and these behaviours were associated with early access to the range and the provision of perches and nipple drinkers, according to S.L. Lambton of the University of Bristol in a paper presented at the European Symposium on Poultry Welfare last year.
