Editorial - China and US Face up over Chicken Meat Trade

The long-running dispute between China and the US over trade in chicken meat came to a head this week.

Firstly, China's Ministry of Commerce announced that the country is to levy what it calls an 'anti-dumping' duty of between 50.3 per cent to 105.4 per cent on imports of US chicken products. The Ministry alleges that the US chicken industry has dumped broiler products into the Chinese market and caused substantial damage to the domestic industry. The anti-dumping measures are to be applied to the products for five years.

Not surprisingly, USAPEEC, the poultry industry body for the US, flatly rejected the decision by the Chinese government over the levy.

Then, within a matter of days – and possibly in a not unrelated move – the World Trade Organization (WTO) in Geneva, Switzerland ruled in favour of China in its long-running dispute over Chinese poultry meat exports to the US.

In its report, the WTO said that the US had effectively prohibited the lifting of the ban on poultry imports from China, and that this is inconsistent with the WTO Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement).

In 2004, China and the US stopped importing poultry products from each other for fear of the bird flu. China had called off the ban on poultry imports from the United States when the situation was relieved but this move was apprently not reciprocated.

Of course, these latest rulings are all part of a much wider disagreement between the US and China over the whole area of 'free trade' but, this week at least, poultry meat has been thrust into the spotlight.

In another interesting move on the trade front this week, Russia officially lifted its ban on the import of US poultry products following talks at the WTO in Geneva.
