Renewable Fuels Policy Hitting US Poultry Sector

The state of the US chicken industry is good in terms of net margins but the industry continues to be frustrated by the results of an inflexible renewable fuels policy and programme, according to National Chicken Council (NCC) Senior Vice President and Economist Bill Roenigk.

Mr Roenigk in testimony before the House Agriculture Subcommittee on Livestock, Rural Development and Credit said that that chicken producers have been unable to step up production this year to long term annual averages because of lasting and rippling effects of a failed federal ethanol policy that has been with us since 2006.

"The often-dismissed fact, especially today as grain prices moderate, is that the Renewable Fuels Standard (RFS) has inflicted deep and sustained damage to chicken production," said Mr Roenigk.

"In the end, consumers are once again paying the price for a biofuels policy and program that are broken beyond repair.”

Mr Roenigk said that since the RFS was enacted, chicken companies have incurred over $44 billion in higher actual feed costs due to the RFS.

"EPA’s proposal for the 2014 RFS reflects again clear evidence that our nation’s biofuels policy is broken, and broken well beyond repair," he added.

In India, feed prices are also a great concern for the poultry sector although not affected by the drive from renewable fuels.

Prices of poultry feed increased this week following an rise in prices of key ingredients over the last few days.

Higher input costs pushed feed prices, said Aditya Mishra, a trade expert to The Hindu Business Line.

Higher prices for soyameal mainly pushed feed prices up, he said. Prices of feed products increased by Rs. 30-110 for a 50-kg bag.

Soyameal improved by Rs. 1,700 to Rs. 45,400 a tonne, while bajra went down by Rs. 100 and sold at Rs. 14,000.

In the EU, the European Food Safety Authority is proposing a reduction of the maximum permitted content of zinc in feed for all animal species.

It is estimated that the new proposed levels will reduce the amount of zinc in manure released in the environment by about 20 per cent.

The reduction in maximum permitted content of zinc in feed ensures consumer safety, animal health and welfare, and does not affect animal productivity.

To complete its risk assessment, EFSA reviewed relevant available literature as well as data received from national authorities of European countries and from stakeholders.
