South Africa Continues to Refuse US Poultry Market Access

This week, a report from the US Department of Agriculture’s Foreign Agricultural Service (USDA-FAS) revealed that little progress has been made on opening up South Africa’s markets to US poultry products.

Anti-dumping tariffs have been placed on poultry products from the US for years, but South Africa agreed in Paris in June to allow specific quotas of certain meat products to come into the country without these extra charges.

However, South Africa has not yet made any moves to implement the agreement, and three discussions between the countries’ respective agriculture departments have not reached satisfactory conclusions.

The continuing dialogue focuses on the substance of sanitary measures, which South Africa claims are needed to protect the country from animal disease.

But their current sanitary policies, which completely ban imports of US poultry since the avian flu outbreaks earlier in the year, are inconsistent with World Organisation for Animal Health (OIE) standards.

The OIE recommends regionalisation of countries, so areas unaffected by disease can still export.

Beef and pork exports from the US to South Africa are also affected by the continued delays, which may result in South Africa losing some or all of its benefits under the AGOA trade preference agreement – read more.

Major problems with a lack of electricity for warming poultry was amongst other news from the African continent reported this week by Tawanda Korombo.

Despite utility executives expressing optimism that the region’s power generation problems will have improved by 2025, according to a survey report by PwC, the current situation has been devastating for poultry producers.

Poultry farmers in Zambia’s Mansa province have even turned to charcoal as an alternative source of energy to warm up their birds – read more in this month’s African Poultry Wrap.

In disease news, there have been avian influenza outbreaks this week in Cote D’Ivoire, Taiwan, Russia, Viet Nam and Ghana.

The US’ National Chicken Council also identified its top priorities for avian flu prevention measures for the autumn (fall) wild bird migration season – read more here.
