South Africa and US Finally Reach Poultry Agreement

In the past week the news has broken that the US will once more be able to export poultry to South Africa after years of wrangling.

Pressure had been building on South Africa to allow imports, as the country faced losing its benefits under the African Growth and Opportunity Act if it failed to reach an agreement with the US to implement the poultry import quotas decided in March.

South Africa’s concerns over this year’s avian influenza outbreaks had been holding up the quota implementation.

Now, government departments have announced a 15 October deadline for defining the poultry certificate for export, aiming to enable shipping of US poultry products by the end of the year.

The poultry protocol will provide the technical basis to allow for the continued import of poultry from the non-affected areas in the US in the event of renewed outbreaks of avian influenza.

South Africa also discussed some issues where it had an ongoing interest in exporting its own animal products to the US, including ostrich meat – read more here.

The US revealed a report this week on planning and preparations for highly pathogenic avian influenza (HPAI) in advance of a potential recurrence of the disease when birds migrate south this autumn (fall).

Government agencies used a hypothetical worst case scenario and built on the experiences of this year’s outbreaks to put together plans such as an updated biosecurity self-assessment for the poultry industry, streamlined and updated procedures for providing indemnity and other payments and a draft vaccine use strategy, among other policies.

However, the report immediately sparked criticism from animal welfare groups, which labelled a fall-back plan to cull birds by shutting off ventilation “inhumane”.

Justifying the method, the US Department of Agriculture said: “While not a preferred method, it could save the lives of thousands of birds by reducing the risk of disease spread.” – Read more.
