International Egg and Poultry Review: China

CHINA - This is a weekly report by the USDA's Agricultural Marketing Service (AMS), looking at international developments concerning the poultry industry. This week's review looks at US poultry meat trade with Hong Kong and China.

At the request of the Chinese government, the Hong Kong Customs and Excise Department will on a voluntary basis at no charge to Hong Kong traders, issue certificates of origin for all non-United States (US) poultry products re-exported to China. The certificates will confirm that non-US frozen chicken products have not been tampered with during transshipment through Hong Kong. It is anticipated shipments without the Hong Kong issued certificates of origin may experience delays while waiting for clearance to mainland China.

The General Administration of the Customs of the People's Republic of China has indicated an enhanced control arrangement is going to be implemented to regulate imports transshipping through Hong Kong into China of both US and non-US frozen chicken products. The new arrangement aims to help prevent illegal shipments of US frozen chicken products disguised as non-US origin from being transshipped through Hong Kong to mainland China.

On 13 February 2010, China placed preliminary anti-dumping import duties on US poultry. On 28 April 2010, China levied additional anti-subsidy duties on some poultry products. The World Trade Organization also ruled in China's favour concerning their 17 April 2009 anti-dumping case filed against the US.

China and Hong Kong are part of the East Asia region. For US exports East Asia was the number 1 broiler meat and egg and egg products destination and number 2 for turkey meat during the period January to June 2011. Within East Asia, exports to China ranked 5th and Hong Kong 1st for broiler meat, 1st and 2nd for turkey meat, 3rd and 4th for egg and egg products.
