Ukraine’s poultry imports continue to decline in 2025
Offal dominates trade as EU supplies 97% amid tariff quota talks
Ukraine chicken meat imports continued to decline during 2024 and the first half of 2025. Its USDA Foreign Agricultural Service post expects this trend to continue in 2026, according to a recent market report.
Chicken offal comprises over 90% of all poultry imports in Ukraine, while increased imports of canned chicken under HS 160232 are attributed to wartime needs. Ukrainian producers increased domestic offal supplies despite lower margins and strong price competition with EU suppliers.
The EU remains responsible for over 97% of all commercial imports. Under the DCFTA, the EU received a 10,000 MT zero import duty TRQ, which is fully utilised, while an additional 10,000 MT quota for whole chicken remains unused.
The poultry offal market is highly price sensitive. Mechanically deboned meat and offal are processed into food products targeting lower-income consumers, and Ukrainian pet food manufacturers also use lower-priced poultry cuts and offal. The share of poultry parts, including offal, in the updated EU quota under discussion is unclear. A significant increase in the import duty TRQ may lead to more imports from the EU, and eliminating the 10% import duty for poultry offal supplied under HS 020714 may be detrimental to this price-sensitive market.
