County council to consider second reading on poultry farm moratorium

SOUTH CAROLINA - Orangeburg County Council will convene Tuesday evening and among items on the agenda is the second reading to the controversial ordinance for a temporary moratorium on poultry facilities prior to the implementation of a zoning ordinance.

The meeting will be held at 5:30 p.m. in council chambers at the Orangeburg County Administrative Centre, located at 1437 Amelia St.

The moratorium states that a poultry facility shall be located no closer than 2,500 feet for any third-party inhabitable residence or third-party place of public assembly and one mile from any permitted or applied facility.

It also says the owner and operator must provide the county with evidence prior to the operation of a poultry facility that all Department of Health and Environmental Control regulations relating to the facility have been obtained and there is an intention to incinerate animals or animal waste at the site.
