Views sought on HK poultry-slaughtering plant

HONG KONG - The Health, Welfare & Food Bureau is inviting companies to express their interest in implementing the poultry slaughtering and processing plant project exercise. The plant is expected to come into operation in 2009-10.

The exercise aims to obtain up-to-date information and feedback from the private sector on the availability of prospective plant operators and their views on the operational and commercial arrangements for its development, to be delivered under the build, own, operate and transfer arrangement.

Respondents must propose an initial plant design; a broad development plan including the estimated construction time and capital cost as well as the equipment and facilities to be installed and provided; a preliminary environmental management plan to mitigate any possible environmental impact arising from the plant's operation; a preliminary business plan; the proposal of slaughtering fee and fee-adjustment mechanism; and the respondents' experience and expertise.

The deadline for submission is January 22. Upon completion of the exercise, open tenders from the private sector will be invited.
