"It is reported that a few poultry farmers/owners are concealing live birds etc. and have not abided by the instructions of RRTs for mopping up and even attempt to obstruct the duties of such RRTs," a office memorandum of the chief secretary said adding concerned DCs of Imphal east and west may find out provisions to penalize them.

The chief secretary in his office memorandum asked the DCs of the two districts, Imphal west and east to instruct magistrates under their control to look into the invocation of the provisions under section 143 and 144 CrPC and asked for proper instructions to be given to the district police to take up action under section 188 of Indian Penal Code and other relevant law so that the infected zone becomes free from any live birds.

Since the Manipur government notified the existence of Avian Influenza in the state on July 25 and 27 (regarding confirmation of H5N1 virus), the DCs of Imphal east and west were given responsibility for implementation and containment procedure.
