The goals Nissui wishes to achieve with the new plant, in conjunction with the existing plant in Beijing, are qualitative change and quantitative expansion in the chicken processing business.

Nissui began importing processed chicken products from Anhui in 1992, which marked the start of its processed chicken products operations in China. In 1998, Nissui, together with Beijing Huadu Broiler Co., an affiliate of the Beijing Huadu Group, established the Beijing Jiayi Food Factory (No. 1 plant) in the Changping District of Beijing, and with it began full-scale processed chicken production in China. In 2005, the two companies brought the No. 2 plant on line, which put production capacity at around 20,000 tons per annum.

The Beijing Huadu Group, which is Nissui's Chinese partner in the processed chicken products business, is the core poultry producer in the Beijing Capital Agribusiness Group, which is the largest state agricultural company under the jurisdiction of the Beijing Municipal Government. As a designated provider for state banquets in Beijing, the company provided the chicken served at the Olympic Village during the 2008 Beijing Olympic Games.

In August of 2012, with the aim of bringing about qualitative change and quantitative expansion by way of addressing the issue of the aging of the first plant and meeting the diverse needs of consumers of processed chicken products, Nissui, together with Hebei Luanping Huadu Foodstuff Co., which is also a Beijing Huadu Group affiliate, established the Luanping Huadu Jiayi Food Joint Factory.

Located in the Luanping County, Chengde, Hebei, which is about two hours by car from Beijing Capital International Airport, the plant was set up to serve as the second main center of production in China, after the Beijing Jiayi Food Factory. Its maximum production capacity is about 20,000 tons, and when added to that of the Beijing Jiayi Food Factory's second plant, Nissui now has a production capacity of about 30,000 tons per annum, which represents a significant quantitative expansion.
