The Australian Egg corporation says a recent report cites several motivating factors for these changes however it identifies the concern for the welfare of the animals as being the primary incentive.

The corporation says that as with Europe, the cage versus free range debate in Australia is an emotive issue, and argues it is critical a scientific approach be applied to balance the debate.

The Hen Welfare Advisory Group of Australia believes that Australia has a number of different production systems to satisfy consumer preferences and each production system has advantages and disadvantages in terms of hen welfare.

In Australia, the Model Code of Practice for the Welfare of Animals – Domestic Poultry 4th Edition (2001) specifies appropriate management and housing standards for all types of egg production.
