Rizzo's Pizza restaurant was closed for a week from 30 December after it was connected to a cluster of salmonella poisoning cases, according to ABC News.

Fourteen people are confirmed to have suffered salmonella poisoning, a further five are being investigated and the Health Department is trying to determine if the death of an elderly man is connected to the cases.

Jeff Pulford of the City of Ballarat says issues with food handling were dealt with during the closure.

"During that period DHS [Department of Human Services'] officers and council health officers visited the business and took significant amounts of information in relation to the state of that business and secondly commenced working with that business with regard to remedying a number of food handling issues," he said.

"They will form a view over the coming months with regards to the source of the salmonella outbreak and causality of it.

"At that point there'll be a determination by DHS and council with regards to a possible prosecution of the business but at this point in time it's too early to tell."
